ISO9001：2015新版質量管理體系與老版的區別

 一、標準現狀——回顧

    回望ISO 9000 系列標準發展的25 年，我們可以發現他們是ISO 最暢銷的標準。他們不僅為各類組織建立了一個質量管理的通用框架和語言，也為組織提供了生產合格產品的基本信心，實現了全球貿易。

在ISO 9000 系列標準的基礎上也建立和發展了其他管理體系標準，如環境、健康和安全、信息安全及能源?，F在ISO 9001:2008 質量管理體系 要求 和ISO 9004:2009 組織持續成功管理的方法 已經被廣泛使用到各個領域，如航空、電信、教育、政府和醫療等行業。 

    標準現狀——展望

    ISO/TC 176/SC 2 的愿景是希望以ISO 9001 和 ISO 9004 為主的各項標準能在“世界范圍內被認識和關注，希望這些標準能成為組織主動實現持續發展的組成部分”。ISO 9001 標準在過去、現在、甚至將來都會是組織實施任意一個管理體系的切入點，也是實施第三方認證的驅動力。展望質量標準的發展，可以確定質量管理活動已經不僅僅是通過ISO 9001的認證，而是能切實幫助組織獲得長期成功的工具。從廣義上講，這意味著推進質量不只是組織尋求對一系列要求的符合性，而是作為組織使用ISO 9004 或其他ISO 管理體系標準的一個橋梁。

二、主要變化－1 標準結構原標準8個章節，現10個章節。通過應用ISO 導則中的附件SL，增強其同其他ISO 管理體系標準的兼容性和符合性。 

2008版：1 范圍；2 引用標準；3 術語和定義；4 質量管理體系；5 管理職責；6 資源管理；7 產品實現；8 測量、分析和改進

2015版：0 引言；1 范圍；2 引用標準；3 術語和定義；4 組織的背景；5 領導作用；6 質量管理體系策劃；7 支持；8 運行；9 績效評價；10 改進

明確了對組織背景/環境的理解（4.1）;

強化了對相關方的關注（4.2）

When planning for the quality management system, the organization shall consider the issues referred to in 4.1 and the requirements referred to in 4.2 and determine the risks and opportunities that need to be addressed to策劃質量管理體系時，組織應考慮4.1 和4.2 的要求，確定需應對的風險和機遇。

a) give assurance that the quality management system can achieve its intended result(s);為質量管理體系能實現其預期的結果提供保證；

針對“質量目標（Quality objectives）”明確了實施策劃的要求；（與EMS兼容性更強）

八、主要變化－7 支持“資源管理（Resource Management）”替換為“支持（Support）”，考慮到了外包支持，納入了監視測量資源（7.1.5）的要求，增加了知識管理（7.1.6），凸顯了意識（7.3）、溝通（7.4）的要求；
